Raya is a much more expensive version of Lefou – Instigator and does seem that bit more restrictive since she requires the character to be in a location. In my opinion, playing Lefou or I’ve Got a Dream which has a similar effect in a song card could be the better choice, especially since you also gain lore with I’ve Got a Dream.
That said, this is definitely a nice card for fans of Raya, and the film Raya and the Last Dragon. If you want to build the movie themed deck, here is the full list of cards we know!
